Girl died in road accident identified
ITANAGAR, Sept 5: The girl who died in a scooty accident at Pasighat yesterday has been identified as Paknu Koyu.
A student of class eleven at IGJ govt school, Pasighat, 16 years old Paknu was riding back home with a friend when they met with an accident involving a truck.
She left behind her parents and three siblings. Bapak Koyu, the father of the deceased who is employed as Deputy Ranger with the Forest dept informed that the particular road have a history of accidents so the driver of the truck should have been more careful.
"We cannot bring back our beautiful and precious daughter but citizens should learn to be responsible drivers so that none go through the pain of losing a loved one".
Koyu Ao Welfare Society has accused the driver of the truck as being careless. In a statement they alleged that driver was speeding which led to the death of the school girl.
The driver of the vehicle has been arrested by Pasighat police today.

Classes in Namsai polytechnic start
ITANAGAR Sept 5: Classes in Government Polytechnic, Namsai, have started on August 29
The first batch students were admitted through Arunachal Pradesh Joint Entrance Examination conducted by the Directorate of Higher and Technical Education, GoAP. The polytechnic has intake capacity of 30 students in Civil Engineering and 6 students each in Electrical and Mechanical Engineering, informed Namsai Deputy Commissioner in a release.
Further, the students of Government Polytechnic, Roing are also attending the classes in Government Polytechnic, Namsai separately as the construction of academic building is yet to be completed, informed the release.
The construction work of the infrastructure is in the last leg and some amenities are yet to be provided.
The DC also informed that he had visited the institute recently and directed the executive agency to complete all the works immediately so that students do not have to face any problem. All the remaining works are going on war footing.
Awareness rally on disaster preparedness
BOMDILA, Sept 5: The district Disaster Management authority in collaboration with the Government College Bomdila (GCB) organized awareness rally and street plays on disaster preparedness all through the Bomdila township yesterday.
Principal GCB S Khandu while flagging off the rally from the college premises hoped that such awareness rallies would bring awareness among the masses on disaster and its preparedness.
After a brief meeting at the Buddha Peace Park, the participants in the rally performed a street play near the DC's office. K P Chako found dead, CM, Byaling assure action

ITANAGAR, Sept 5: The speculation over noted businessman K P Chako's safety came
to a tragic end with the recovery of his semi-
Police source informed this daily that the body of 56 years old businessman was found with hands and legs and the neck tied.
Chako's body was reportedly found by 3rd IRBN Commando Company team led by platoon commander ASI, D. Natung around 1.30 pm.
The body was later brought to the State Hospital Naharlagun for post mortem. It is said that the body will be flown to his home state Kerala tomorrow.
Chako was native of Puthupally under Kottayam district in Kerala. He is survived by wife and two daughters. He had been a businessman in Arunachal Pradesh since 1984.
Chako was abducted on 28th August evening from his rented house at Naharlagun along with his manager Binoj Philip.
Later, police found Binoj at Lichi village near Kimin in Papum Pare district.
Earlier city police had divulged that no ransom call was received from the abductors. Since then intensive search operation was launched by the state police assisted by CRPF and ITBP.
Meanwhile, Chief Minister Nabam Tuki today said that his government shall ensure that the culprits involved in this heinous and unpardonable crime are nabbed at the earliest and awarded exemplary punishment according to the law of the land.
While expressing his heartfelt condolences to the bereaved family members of late K P Chako, the CM in a condolence message to late Chako's wife Usha Chako, wrote "At this moment of grief, me and people of Arunachal Pradesh extend our solidarity with you and share the pain inflicted on you and your family by this irreparable loss. At the same time, my government shall ensure that the culprits involved in this heinous and unpardonable crime are nabbed at the earliest and awarded exemplary punishment according to the law of the land."
Meanwhile, shocked by tragic news, Home Minister Tanga Byaling condemned the murder of Chako in strongest term.
Byaling while talking to The Arunachal Times stated that perpetrators would be brought to book. The police have already arrested few and the investigation would be intensified to bring those culprits to book at the earliest. Stringent action will be taken against those involved in the crime, added Byaling.
The home minister further said that his government will have zero tolerance policy towards criminals involved in heinous crimes.

Orgs., BJP condemn killing of trader
ITANAGAR, Sept 5: Various organizations and political parties of the state today vehemently condemned the killing of businessman KP Chako, who was abducted from his residence at Naharlagun by unidentified persons on August 28.
While expressing shock and agony over killing of Chako, the State Bharatiya Janata Party said, "Chako was a prominent businessman and contributed a lot towards state's business sector since last three decades. His premature demise is an irreparable loss not only to his family but entire state, the party said in a release.
"His killing has created a fear psychosis not only in the minds of business community in Capital Complex but also caused serious concern among public about the deteriorating law and order situation in the state," the release said.
Conveying heartfelt condolence to the bereaved family, the party leaders and workers prayed to almighty to rest his departed soul in peace and give his family members courage and strength to withstand the loss.
While condemning the killing in its strongest term, Nyishi Elite Society (NES) said, "Chako was the torch bearer of entrepreneurship in Arunachal Pradesh for the last three decades. He was the person who inspired the local youths towards business sector."

30 Teachers honored with State Awards
‘Arunachal needs hardworking and dedicated teachers’
ITANAGAR, Sept 5: Altogether 30 Teachers have been honoured with the State Teachers Award for 2014 at a Teachers' Day celebration function organized at Banquet Hall here today. Chief Minister Nabam Tuki presented a citation and a shawl each to the awardee teachers.
Addressing a large gathering of teachers, academicians and students, Chief Minister Nabam Tuki saluted the contribution of teachers of the state in shaping the young students.
Referring to Dr. Radhakrishnan's belief that teachers should be the best minds in the country, he said "Arunachal needs good, committed, hardworking, sincere and dedicated teachers with best of minds. There is a general concern that our government schools are not functioning up to the mark. In far flung locations, teachers do not attend classes regularly. This is affecting the very existence of government schools as students and parents are preferring private schools. This is very serious. Our state is paying the highest salary to SSA teachers in the country." While we celebrate the day, let us also introspect and give our minds in correcting where we are failing. If a teacher fails in his duty, students will fail in their lives and as responsible citizens, we cannot allow it."
Tuki informed that the State Government has initiated several welfare measures for teachers and for developing the education scenario of the state.
On the efforts to provide accommodation to teachers in interior places, he informed that work in this regard is on. Government will also recognize and reward hardworking teachers and provide incentives for those working in remote locations. According top priority to education sector, Tuki said, state Government has launched slew of flagship schemes. He called upon teachers to take the onerous responsibility and become partners of the welfare government with sincerity and dedication.
Making a special mention of teachers working in rural and interior areas, he said "despite hardships like lack of basic facilities like accommodation and communication, teachers in remote Arunachal Pradesh have proved more than their mettle in educating and churning out intellectuals over the years. Our teachers need more appreciation and recognition than their counterparts elsewhere."

Candlelight vigil organized demanding justice for rape and murder victim
ITANAGAR, Sept 5: A candlelight march was taken out at Likabali yesterday evening by the people of Likabali and Gensi Circle alongwith Jigo Yego Students' Union from Govt. Hr Sec School to the Market area to seek justice for the woman who was raped and murdered at Garu village under Gensi circle recently.
They have demanded capital punishment for the rapist, speedy trial of the case with no bail granting and compensation for the family members and submitted a memorandum seeking the demand to the district administration. The victim is survived by her husband and three children.
EE inspects rural drinking water supply projects
ITANAGAR, Sept 5: PHED Executive Engineer (EE), Yupia division Bamang Tadh today inspected the implementation of rural water supply schemes sanctioned under National Rural Drinking Water Programme and implemented by PHE & Water Supply, Yupia Division at Langruk, Ressing and Hojuriangpa villages under Leporiang circle. Leporiang circle officer Hage Tarung and ASMs of Leporing and Langding panchayat, GBs and villagers were present during the inspection.
The EE urged the panchayats and villagers to strictly monitor the work to ensure quality. He gave emphasis on timely completion of the schemes while protecting the catchment of the water sources through Village Water and Sanitation Committee (VWSC). He also informed that the distribution system of water supply from treatment plant to consumer points within the panchayat would be handed over and maintained by the villagers themselves through VWSC as per devolution of power and function granted by the government. While briefing on the launching of sanitation programme throughout the country, he informed that the government of India has set August 15, 2015 as the target of providing toilets in every school and Anganwadi center while 2019 as the target for providing Individual House Hold Latrine (IHHL) to every rural household.
Leporiang circle officer Tarung urged the panchayat leaders and the villagers to maintain the assets properly and protect the water sources from illegal deforestation activities.
Later, the team inspected nook and corner of Leporiang town to take stock of the drinking water problem. Being briefed by the circle officer that the circle headquarter had been facing problems for smooth functioning due to lack basic facilities like water supply, the EE said that the department was seriously taking up the matter with the government for early solution. The department sought the support and cooperation of the circle administration, public leaders, panchayats, villagers and youths for finding early solution to the problem.
The EE was accompanied by AE and JE of the PHED, Leporiang and Langding ASMs.
An easy way of creating awareness on importance of wildlife !

Being an avid reader and a keen observer, I am more affected by the ambiance that
we live in here in our overtly glorified Arunachal Pradesh as ‘an island of peace’
than many people. Sometimes I feel not to think too much about which I can hardly
do anything except create tensions for myself. Whenever I flip through the morning
newspapers or check the social network sites, I am appalled by the fact that our
people talk and discuss only about corruption at higher places, bad roads, deteriorating
law and order problem and so on and so forth. We have blissfully forgotten that our
beautiful state was known as a paradise of wildlife in the not too distant past.
But today, if one visits any district in Arunachal Pradesh through the treacherous
roads in the midst of deep forests and verdant hills, he will not hear any cry of
the lovely wild creatures, leave alone sighting them. I have experienced myself.
In the past whenever I travelled from Khonsa to Joypore in Assam, I used to see wild
boars, deer, varieties of primates, hornbills and all kinds of beautiful birds playing
on the tree tops singing and playing unperturbed. My journey then used to be truly
memorable and worth-
Many will not believe me if I say this but they will have to believe me whether they like it or not. The long stretch of jungles from Hukanjuri in Tirap district to Joypore in Assam is an elephant corridor. I have seen herds of elephants many times by the roadside and sometimes right in the middle of the road standing imposingly least bothered about who I am. The most interesting part is, most of them are either females or little calves. I hardly see any male elephant with task. The unscrupulous hunters and poachers kill the tuskers for the prized tusks which have great values in the international markets. The state bird Hornbill is a thing of the past in Tirap district. This magnificent bird used to be seen by the trees on the roadside. All types of pheasants, lizards including the endangered monitor lizard, porcupine and all kinds of wild animals and birds are killed for sale in Deomali area which was popular for the presence of these beautiful wild creatures. Green pigeons and parrots are snared and sold openly right under the nose of the Forest officials. What are the administration and Forest department doing? They can even ban hunting in vulnerable places like Deomali. I often share posts on wildlife in facebook but sadly no body shows any interest but only makes weird comments. The members tend to be more interested to know the best way to cook the meat of the wild creatures. Disgusting indeed! This is due to sheer lack of interest in saving the precious wildlife among our people. In fact, most of our people are keener on destroying the rich wildlife. They have no love lost for these beautiful creatures. This often intrigues and perturbs me. It even disturbs my sleep. Our children and their children will not see many of the exotic wild creatures which roamed freely in our jungles. How can one not enjoy the lovely wild creatures playing and singing in the wilderness making this world livelier? I fail to understand.
There is an urgent need for creating awareness regarding the importance of safeguarding our very precious wildlife which is on the edge among our children. They should be taught to love and admire the wildlife. If they love the wild creatures then they will obviously start to think for their safety. The schools and the colleges are the ideal places where awareness on conservation of wild life can be created and propagated. If they are aware then they can make others including their parents aware of the harmful consequences of hunting and killing the beautiful wild animals and birds. There are many ways of creating awareness. We all know that College fests and School weeks are held annually in all the Colleges and the Schools all over the state during which many competitive events like sports and games, literary activities, music, dances, dramas etc are held. The prizes the College and the School authorities give them are trophies and medals along with certificates. If pictures of laminated birds and animals mounted on a stand are given as the prizes to the winners of different events then it will go a long way in acquainting the students with the lovely wild birds and animals and will also create awareness among them regarding the value of these creatures. It is not costly at all. The authorities can download from the net and laminate them and frame them nicely. I have done it and I am displaying these laminated pictures of the wonderful creatures in my drawing room. All my friends who often visit me first look at them and express their admiration for these lovely pictures. Many of them have emulated my example. Through this humble article of mine I sincerely appeal all the Principals and Headmasters of our state on this auspicious occasion of Guru Utsav or Teacher’s day to take this small suggestion with a greater degree of seriousness and give a try. I am sure that they will not regret it. The onus of saving our rich wildlife is on all of us. Let’s not depend upon the government alone. First love the wildlife and you will have the strong urge to save it. Let’s all contribute our mite and our collective effort to make our state a paradise of wild creatures once again and give her a pride of place in the country and the world. Together we can do it. Visiting first the MLA apartments at Chimpu, Tuki interacted with officials of the executing agency, Urban Development, and took first hand information about the hurdles being faced for completion of the project. The Rs 7647 lakh project, which started in 2010 has been delayed by 21 months. It was scheduled to be completed in 22 months from the date of start (September 2012).

make a target of completing the project block-
The Chief Minister was in for a surprise at the State Legislative building. Progress of work on the project was almost static. He expressed surprise that the progress of construction was almost negligible since his last visit to the site. He directed the officials to review the whole project and submit a report to the government.
"A building of this importance cannot be left languishing for petty matters concerning the contractors and the executing agencies," Tuki observed. He sought immediate resolution to all the differences.
"No matter what, this building should be completed as soon as possible," he said.
The only solace came from the progress of the Civil Secretariat, which is coming up in expected lines. Walking up right from the entry gate of the vast complex, the Chief Minister expressed satisfaction over the project.

The departments of General Administration (GA), District Administration (DA), Secretariat Administration (SA), Home and Social Justice & Empowerment & Tribal Affairs have already moved into Block 4 and functioning from there. Departments like Personnel, Administrative Reforms, etc are likely to move into Block 3 within 10 days.
Provisions have been kept for establishment of a SBI branch and a Post Office in the completed blocks. While SBI has been already allocated space, allocation of space for the post office is under consideration.
The Chief Minister expressed satisfaction over the status of the Civil Secretariat and the way it has come up.
"These buildings are of world class quality. We must congratulate people behind these. Once completed the Secretariat Complex will be one of the best landmarks of the state capital," he observed and urged the executing agency to carry on the work with the same zeal and complete it as soon as possible.
Tuki further felt that once all the departments move in, the functioning of the government machinery would be smoother and easier. CMMC
Arunachal celebrates Teachers' Day
ITANAGAR, Sep 5: Arunachal Pradesh today celebrated the Teachers' Day with various programmes to mark the birth anniversary of renowned scholar, philosopher and statesman Dr. Sarvepalli Radhakrishnan.
State Resource Center for Adult Education and Jan Shikshan Sansthan Naharlagun today jointly made especial arrangement for viewing the live interaction of Prime Minister Narendra Modi with school children on the occasion of Teacher Day. Students viewed the programme at Kendra Vidalaya School, Oju Mission school, Little Rose school Naharlagun, VKV school Nirjuli, Chaniki Rijo School Chandra Nagar, Itanagar and Vocational Training centre Itanagar and Kimin.
Similar arrangements were made at four Centre of East Siang district by SRC Naharlagun.
The Govt. Hr Secondary School, Doimukh celebrated the Teachers Day in a befitting manner in presence of students and teachers and Deputy Director of School Education, Papum Pare district T T Tara. The most attractive part of the agenda was live telecast of the Prime Minister Narendra Modi's address and interaction with student of the whole country. It was really a unique video conferencing of its kind which is most effective and knowledgeable.
Teachers' day was also celebrated with great pomp and gaiety at Govt Hr Sec School, Kankarnalah, Naharlagun today.
Students presented cultural items highlighting the diverse culture of the country.
Two teachers namely; M Islam PGT (Chemistry) and BM Mishra TGT (English) who are on the verge of retirement were felicitated by the staff and students of the school.
At Govt Middle School, Senki Park, cultural programme and literary activities such as essay and drawing competition were organized to mark the occasion.
The Good Shepherd Public School, Papu Happah, Naharlagun celebrated the Teachers Day with great pomp and gaiety.

The Teachers Day was also celebrated throughout the West Kameng district today. Attending the Teachers Day celebration programme at GHSS, Bomdila, Deputy Commissioner A K Singh called upon the teachers to perform their duties sincerely. Singh also advised the students to respect the teachers and dedicated in their study. Various cultural programmes were also organized to mark the Teachers' Day.
Along with the rest of the Nation, the family of Govt. Polytechnic Namsai celebrated the Teachers' Day in a grand manner.

Meeting on illegal timber operation in East Siang
PASIGHAT, Sep 5: A meeting on curbing the timber related illegalities arising out of mechanism carpentry units granted with band saw in East Siang was held under the chairmanship of Deputy Commissioner Nidhi Srivastava. SP Devendra Arya SP, Kaling Koyu DD(Industry), Tabang Jamoh, DFO and many other Govt officers, including police and forest officials attended the meeting.
Speaking on the occasion, Srivastava emphasized on total rein in illegal timber operation in the district. She directed all the attending officers to keep vigil on timber related illegalities and to seize the timber which does not possess hammer mark and transit pass issued by the forest department. They should keep extra vigil in areas like Mebo, Nari, Korang where chances of illegalities are more.
The DFO and the DDI emphasizes on the issue of trading license of mechanized carpentry unit with band saw strictly on the condition that they will establish in notified Industrial Estate (IE,) complex only.
The house resolved that all mechanized carpentry units with band saw to be shifted to notified industrial estate. Any such unit outside the IE will be treated illegal. No trading license on mechanized carpentry units will be issued band saw beyond 12' as per govt. order. Movement of timber between dusk to dawn will be banned. A joint task force comprising personnel from police, forest and industry headed by Administrative Officer will be formed immediately to check timber related illegalities by mechanized carpentry units.

AYA appeals druggists and pharmacists to not sell sedative without prescription

ZIRO, Sep 5: As part of its continued efforts to fight drug abuse and alcoholism, the Apatani Youth Association (AYA) conducted a meeting with Lower Subansiri Druggist & Chemist Association (LSDCA) here today evening.
Chairing the meeting, AYA president Taku Chatung said that every citizen of India has right to establish or run business anywhere in the country but at the same time they have to ensure that no people is harmed because of their negligence.
Stating that the chemists prepare medicines to cure diseases and physicians prescribe these medicines to patients; but sometimes these medicines are misused as 'drug', he appealed to the drug house owners not to sell such medicines that can be used as drugs without doctors' prescription.
Attending the meeting, Dr. Pura Duri, Medical Officer, district hospital Ziro disclosed a list of medicines which are generally used as drugs and also names of medicines which are not permitted to sell in drug houses.
Participating in the meeting, Dusu Amer, secretary Arunachal Pradesh Women Welfare Society, Ziro branch gave some valuable suggestions and also appealed to the medicine shop owners to cooperate the team in their fight against growing drug menace in the Valley.
Later, Chatung AYA president talking to this correspondent, said that the meeting with the LSDCA was successful and fruitful as they have adopted certain resolutions which includes submission of a representation to district administration for issuance of an executive order restricting open selling on Psychotropic and Narcotic drugs, to fight against the drug menace in the Valley jointly by AYA and LSDCA and to initiate action against erring chemist house/shop jointly.

Earlier, inaugurating the championship yesterday, Principal Secretary to Government of Haryana Amir Jha highlighted the Harayana Government's various initiatives for development of games and sports sector in the state. He informed that there are more than 100 stadiums across the state and the Government has also decided to make collaboration with China and Japan for development of Badminton in the state. He also informed about the fact that Haryana players win most of the medals India bag in various international events.
Meanwhile, Arunachal State Badminton Association (ASBA) has attributed the poor performance of the state team to lack of proper infrastructure, training facilities and coaches. Despite having enough talent, the shuttlers of the state could not perform up to their potential in the championship mainly due to lack of proper training facilities and coaches, said ASBA Secretary Bamang Tago. He, however, hoped the state government will address these problems on priority basis.
Further, the ASBA secretary, while appreciating the parents and guardians for motivating and encouraging their children to play badminton, urged them to continue extending support for development of the sport in Arunachal Pradesh.

An open letter to Education Department
Dear Editor,
Today while taking this opportunity on Teachers' Day, I on behalf of teaching community of our state would like to draw the kind attention of the present state govt to the several issues related to SSA teachers.
The state government particularly education department under the able leadership of CM Nabam Tuki and Minister Education Tapang Taloh should take up timely regularization process of SSA teachers without keeping a long gap since the State Govt under dynamic leadership of former CM Late Khandu and former Minister, Education Bosiram Siram had already started regularizing the services.
58 SSA teachers were given appointment letters with assurance of appointment of 100 more soon. But it is observed that within these couple of years the concerned education department has not continued the process. If govt haD continued the same on timely basis, many of SSA teachers could have been absorbed so far. So it is my fervent appeal to the state govt that a clear cut regularization policy may kindly be adopted to ensure timely regularization. We must be guaranteed regularization of jobs as you know our service tenure is being shortened on contractual posts.
I appeal to the concerned authorities to take necessary steps towards fulfilling the demand and expectation of aggrieved teachers as soon as possible.
I congratulate all award winning teachers on Teachers' Day and appeal all of them to be more dedicated towards their services and be a role model for students. We all should do the same.

Dear Editor,
I respect our Public Service commission and the rules laid down by them. I found that our APPSC officials follow rules strictly which is very encouraging.
But they made a mistake by advertising the posts of assistant professor in inappropriate time this year. If they wanted to recruit more APST candidate for such high post they should have waited for the final semester result of both RGU and NERIST.
Students can have their mark sheet ready and apply for the post, otherwise it’s like giving second chance to same people who applied last year as well and giving opportunity to students of neighbouring states where result are declared early.
My candidature was rejected because I couldn't produce the final mark sheet on time although I had all other required documents.
Through this daily, I humbly request the public service commission to look in this matter so that in future qualified student like me will not suffer.
